Tricia Cotham filed House Bill 948 in Raleigh on April 11, which would use a one-cent sales tax increase to pay for road improvements and public transit projects—a plan expected to generate $19.4 billion over 30 years by splitting funds 40 percent for roads and 60 percent for transit, including a proposed commuter rail from Uptown Charlotte to Huntersville, Cornelius and Davidson that may extend to Mount Mourne.
